NISS Director General Chairs Troika/CISSA Regional Chairpersons Inaugural Meeting in Addis Ababa

Atta Al-Mawla Abbas has chaired the first joint meeting of the Committee of Intelligence and Security Services of Africa (CISSA) Troika/Regional Chairpersons which was held in Addis Ababa, Ethiopia on 27th November, 2017.
The meeting was attended by Troika and CISSA Regional Chairpersons from each of Namibia, Democratic Republic of Congo, Uganda, South Africa, Senegal, and Sudan representing CISSA Troika along with the CISSA five regions.
In his opening remarks, CISSA Chairperson welcomed all the Directors-General/Heads of Delegations and other delegates to the meeting, disclosing that this is the first meeting of its kind that brings together Troika and Regional Chairs to discuss strategic and important issues towards realizing the objectives of CISSA in achieving peace and security in the continent.
He expressed appreciation to Troika members and regional chairpersons for attending and participating in the recent 14th Ordinary CISSA Conference which took place in Khartoum last September.
Atta conveyed condolences to both Somalia and Egypt on the recent terrorist attacks on the two countries which claimed the lives of hundreds of innocent citizens.
He emphasized the importance of cooperation and exchanging information among African intelligence services to eliminate terrorist threats.
Atta said that among Troika functions is to brief the African Union Peace and Security Council, besides CISSA activities stimulation.
He noted that this Troika meeting aims at coming up with an actionable work programme for the period November 2017 up to June 2018.
Troika meeting discussed enormous security challenges issues to come out with proposal to achieve stability and peace in Africa, along with the appropriate respond to the AU main roadmap for silencing guns in Africa by 2020, and the continuation of organizing the regional workshops, besides the construction of CISSA permanent headquarters.
Several decisions and recommendations came out from the meeting, on top of which is briefing the African Union Peace and Security Council on the status of peace and security in the continent to be presented by CISSA Chairperson in the presence of Troika and CISSA Bureau in the first quarter of 2018 to be followed by another briefing in mid 2018.
On AU tasks on the practical steps to silence guns in Africa by 2020, the meeting decided that CISSA should continue its contribution in the implementation of the AU roadmap in this regard.
The meeting also agreed to continue holding a number of workshops in the five CISSA regions to discuss the most important threats and security challenges, including discussing the phenomenon of terrorism and related crimes and the challenges posed by the elections in some parts of the African continent.
The meeting valued high the support extended by H.E. the President of Equatorial Guinea for his donation to construct CISSA permanent headquarters in Addis Ababa.
