Al Bashir: Reform to State Organs Is Progressing According to Plan

Khartoum -- President Al Bashir has called upon the nation to promote national unity, peaceful coexistence and serious work to spread the culture of dialogue and national agreement.


“The country will see in the coming days the closing sessions of the National Dialogue general assembly, which is looking at the recommendations of the political and communal dialogue, which all combined will constitute a historic national document,” Al Bashir said.
The President further reiterated his call to political forces and the armed movements that have not joined the dialogue to resort to reason and to join the process to shun war and conflicts, which he said have crippled the country and hampered development and progress.
“Sudan today stands before a new stage characterized by love, peace and national reconciliation,” he added.
Following receipt of the recommendations of the General Secretariat of the General Assembly of the Communal Dialogue, President Al Bashir expressed his gratitude for the strenuous efforts by members of the communal dialogue to place the country – according to him – hopefully on the right track towards broader perspectives of development. 
He promised to see to it the recommendations and the outcomes of the national dialogue are translated into action and culminate into reforms to the state’s organs to ensure a better future for the country through establishing a permanent constitution that will lay the bedrock for political stability and a comprehensive renaissance.
Al Bashir described the outcomes of the communal dialogue as a result of free and transparent conversation and genuine a desire for by all components of the community, who have employed their capabilities and qualifications in aid of the National Dialogue.
He added that the success of the community dialogue has confirmed the success of the project of ‘leap’, whose recommendations will combine with the recommendations of success in other tracks of the ‘leap’, which all combined render the document of community dialogue ‘welcome’. 
He explained that the community dialogue is part of the National Dialogue he initiated last January to ensure Sudan a bright future and effect a change through reforms to public service by concerting communal and political efforts. 
The first path included the involvement of political forces in political reform to remedy the political environment in the country, partisan life to reach a political agreement exalting the country above narrow partisan interests,” he said, describing the national dialogue conference as “unprecedented in Sudan’s history since independence. 
Al Bashir added that the second path of the Dialogue focused on mobilizing experts and specialists to achieve a comprehensive reform to the state organs to enable the state to respond to the requirements for building self-reliance for the country in all fields.
He disclosed that the structural reforms to the state organs and the public service will have been finalized by next December; however, he drew attention to the fact that any reform process takes time and requires patience.
He noted that the communal dialogue is expected to reach recommendations to address core and challenging issues such as peace, national agreement, good governance and management, production, people’s livelihood, identity, citizenship, political and social freedoms; in addition to issues related to culture, arts, education, sports and foreign relations; despite “the difference over how to handle many of these issues,” the President acknowledged.
However, Al Bashir called upon the interlocutors to find a common ground and joint national vision to handle thorny issues and differences to reach the aspired goals, agree national priorities, notably “peaceful coexistence, cementing national unity cooperation among the components of the nation under a popular system that is opposed to divisions, fragmentation and warring,” Al Bashir concluded.
